The park was between Lampa Street (shown) and Rio Rimac. Unfortunately, the crosswalks used to access it were offset and not very convenient.

A gusting wind had just blown this man outside the crosswalk during a fierce rain storm. Another reason why traffic must be slowed through all intersections.

Car Partly Blocked Crosswalk

It is not uncommon during the afternoon rush hour for cars to stop part way into a crosswalk when the light turns red. Such drivers are unaware that they are impeding the right of the pedestian to cross. What if pedestrians developed the habit of stopping part way across the road when the red hand stopped flashing? Cars whould then have to drive around them, just as pedestrians have to weave around cars stopped in the crosswalk.

When there is too much traffic on a road, a traffic jam occurs. During such driver frustrating intervals, the crosswalk is usuually the first thing to vanish from view.
