The event took place at D-River Wayside in Lincoln City, Oregon. The parking lot was tiny so only the first dozen cars could park. After that it was only shuttle buses, taxis and brief parking to pick up people that were allowed. D-River Wayside is just off highway 101, a major four-lane highway that connects all the coastal towns.

The view into the parking lot at the D-River Wayside showed a small parking lot filled with cars. A limp banner that read, "Kite Festival," indicated the lack of wind that day.

The lack of parking caused most folks to either take shuttles or to walk. Many of those that walked chose to access the beach over rocks rather than through the parking lot with its huge crowds of people on the beach.
